An Open Letter to Senator Raggio
Dear Senator Raggio:
I am writing to let you know of my strong opposition to SB 487 which sets up the Northern Nevada Water Authority. You may have already taken action today, but as one of your constituents, I still wanted you to know how many of us and how much we fear this bill as BAD PUBLIC POLICY:
1. the SCR subcommittee failed to make any findings on the cost to implementing this Authority
2. we want to know the costs of setting this up. Current staff is fine, but there seems to be no one single staffere in charge. Who will be? And how much will it cost?
3. eminent domain may have been deleted from the bill, but we all know it lurks under other NRS sections.
4. it apppears to put the costs and rates of future water acquisitions on current ratepayers and taxpayers. You have asked for a vote of the people on funding schools, why not ask for a vote of the people on this issue?
5. the cost of water has decreased substantially. The system is NOT broken and doesn't need fixing.
I certainly respect Senators for the work they do, but this bill is out of order and has little support among the citizens of Washoe County. I am attaching a copy of a letter that gathered electronic signatures in a 48 hour period. The letter was addressed to the Natural Resource Committee members.
Sincerely,
Susan B. Lynn
Former chairman of the Regional Water Planning Commission and chairman of the water conservation advisory committee
